USAID’s LOKAL+ (Limiyè ak Òganizasyon pou Kolektivite yo Ale Lwen) program is a five year project designed to support the Government of Haiti to improve service delivery at the local level. LOKAL+ aims to engage the Ministry of Interior and Local Collectivities (MICT) and nine communes in coordinating central government resources and technical services to communes for improved public service delivery; and to work with the partner communes to improve planning, budgeting, revenue mobilization, and effective project implementation, ensuring citizen engagement in the decision-making processes that prioritize and oversee public service delivery. The project’s strategic orientation at the local level can be summarized in three steps: elaboration of Communal Funding Plans (Plans de Développement Communaux or PFC); fiscal mobilization; and PFC project implementation. Tetra Tech ARD intends to award a two-year cost plus fixed fee (CPFF) subcontract to support two PFC projects each in three communes: Cap Haitian, Ouanaminthe and Delmas. Under the prospective subcontract, objectives will be to contribute to sustainable social and economic growth by providing mentoring and technical assistance to partner municipalities in the overall implementation of PFC projects, and helping them to identify additional sources of funding through the development of lasting partnerships with U.S. municipalities.
