Winrock International is soliciting bids from qualified firms in connection with WI/LESSP’s Gbarnway Comminity Solar Electricity Pilot Project is located in Gbarnway (07º 43’ 14”N 09º 25’ 56”W), Salayea District, Lofa County. This project includes the procurement, supply, installation testing and commissioning of solar home to home system for 175 households, a school and a clinic. The project also includes the erection of six streetlights for the Gbarnway community. Bids will be accepted from U.S. and other eligible firms.

Note:
The goal of the Unites States Agency for International Development (USAID) funded Liberia Energy Sector Support Program (LESSP) and implemented by Winrock International (WI)is to increase access to electricity services in geographically focused rural “off grid” and urban areas in order to foster economic, political and social development.
WI/LESSP invites interested and eligible parties from specialized consortia, suppliers, manufacturers, or subcontractors to prepare sealed proposals. The supplier/subcontractor shall be selected in accordance with competitive bidding procedures and best overall value procurement results provided by WI/LESSP. Interested and eligible suppliers/subcontractors wishing to participate in the bidding process should request a copy of the information packet and obtain further information from the address specified above.
Mandatory Pre-Bid Meeting convened by Winrock International will take place at the PA Ribhouse, Sinkor Monrovia on Tuesday, 7 January from 10:00 AM to 3:00 PM. A mandatory site visit is also required.
Offer Deadline:
Bids must be submitted to the WI/LESSP office in the Atlantis Beach Hotel Compound, United Nations Drive, Mamba Point, Monrovia, on or before the closing date and time. Electronic bids are acceptable and must be submitted to proposals@winrocklessp.org or to vsesay@winrocklessp.org. Late or substantially incomplete bids will be rejected. Bids will be opened publically and read aloud on Monday, 20 January 2014, 2:00 PM GMT in the WI/LESSP Conference Room in the presence of the bidders or bidders’ representative who wish to attend.
All bids must be accompanied by a ‘Bid Security’ of an amount noted in the bid documents.
