Notice Re: Bulk Grains Procurement in WBSCM dated August 30, 2011

Attention: All Cooperating Sponsors, Freight Forwarders, Ocean Transportation Providers and their Brokers
Subject: Use of WBSCM for bulk grains under P.L. 480 Title II program
Effective immediately, all offers of ocean transportation service for shipment of grains shipped in bulk purchased under the Food for Peace Title II program will not require submission through USDA’s web based supply chain management system (WBSCM). All Title II freight forwarders should indicate on their Request for Proposals the date, time, place and method(s) of acceptable transmission of offers. All freight offers shall be evaluated by the respective freight forwarder and submitted to the U.S. Department of Agriculture’s Kansas City Commodity Office and USAID’s Transportation Division for evaluation of lowest landed cost and compliance.
Please note that current procedures for submission of freight offers to ship packaged/tinned commodities under the Food for Peace Title II program shall continue to be submitted through USDA’s WBSCM system.
