Description: Provision of Technical Assistance to facilitate the revision of the Malawian Forestry Act (1997); and development of related Departmental Regulations, inclusive of fee and fine schedules (and the non-legislative process for the revision of these associated items.)

Tetra Tech ARD, the implementing partner for USAID’s Protecting Ecosystems and Restoring Forests in Malawi (PERFORM), invites potential service providers to submit offers for the provision of Technical Assistance to support Tetra Tech ARD to Facilitate the Revision of the Malawian Forestry Act (1997) and Related Departmental Regulations.
Offeror must demonstrate capability, based upon technical expertise, management capability, and workload capacity to implement and manage this assignment on time. It is Tetra Tech ARD’s intent to issue a Firm Fixed Price subcontract to the best value offeror. Both technical quality and cost will be considered. The subcontract ceiling at this time is estimated at US$45,000. The project implementation period is anticipated to commence on/around April 1st and should be completed by September 30, 2017. LOE is estimated to be 50-60 days with three trips to Malawi, and some work undertaken remotely from Home of Record.
Offerors must be eligible suppliers in accordance with the requirements set forth in 22 CFR 228 of the U.S. Code of Federal Regulations.
