Description: Provision of Services Required for the Implementation of a Land Formalization Pilot in Ovejas, Colombia

Tetra Tech ARD, the implementing partner for USAID’s Land and Rural Development Program (LRDP), invites potential service providers to submit offers for the provision of services to implement a land formalization activity in the Ovejas municipality of Colombia. The pilot will rely on a model of recognizing and assigning land property rights through the performance of an integrated land parcel sweep to establish an integrated methodology of multi-purpose cadaster intended to serve as the catalyst for social property law.
Offeror must demonstrate capability, based upon technical expertise, management capability, and operational capacity to implement and manage this activity.
It is Tetra Tech ARD’s intent to issue an award upon completion of the following four phases:
1) Minimum Requirements
2) Technical Evaluation
3) Financial Evaluation
4) Selection and Negotiation
The project implementation period is anticipated to be 12 months and the contract is expected to be a firm fixed price mechanism
Offerors must be eligible suppliers in accordance with the requirements set forth in 22 CFR 228 of the U.S. Code of Federal Regulations as well as the other requirements set out in the RFP.
Offers must be received no later than 4:00PM ET, Monday February 20, 2017.
